Rae Castillo started Neon Halo in a converted tattoo parlor on South Alamo, which explains the name and the black walls. The black walls also make every pink, teal and violet look twice as loud.
We pre-lighten gently, saturate generously and send you home with a cold-rinse plan so the color stays vivid for weeks, not days.
